Thank you for your e-mail in regards to my Prevention First Resolution and our concerns over illegal immigration. Although I respect your opinion on these matters, I have to disagree.
I feel SCR 1, or the Prevention First Resolution, is an important measure because it will work to reduce the number of unintended pregnancies and abortions in Missouri by ensuring access to prevention programs like well woman services, family planning and contraception, and adequate sex education in schools.
Also, I share your concern regarding illegal immigration. Immigration law is a responsibility the U.S. Constitution delegates to Congress. I am critical of each of the 50 states trying to legislate immigration when that is clearly unconstitutional. I hope that Congress will address the issue with a comprehensive immigration reform plan that includes revamping a visa system that separates family members for years, protecting immigrants from dishonest employers and resolving the current status of undocumented workers.
Although undocumented workers are here illegally, we must keep in mind they pay taxes and have citizen family members that are dependent on their labor. This must be taken into consideration so we don't create unacceptable consequences. Any solution introduced must balance the needs of individuals and state security, but also treat immigrants fairly and humanely.
Thank you for contacting me with your concerns. Please feel free to contact me again if you have further questions or comments on this subject or any other involving state government.
Sincerely,
